When it comes to cruise ports, Norfolk is one of the new kids on the block. The cruise port would never be mistaken for major ports like Miami or Galveston, but it now boasts year-round service from Carnival.

The cruise line offers primarily 6-8 day cruises to The Bahamas, offering millions within driving distance the opportunity to sail without the need to board a flight to Florida.
Of course, if you’re going to drive to the port then you need a spot to park your car while you’re away. We’re happy to say that the port offers some of the least expensive port parking around.
Official Port Parking for $15 Per Day
Given the location and size of the port, your parking options are relatively limited. The Half Moone cruise port sits right on the edge of downtown Norfolk where there isn’t much open space for parking lots. As well, since the port hosts only one ship, there isn’t a big market for independent lots to offer parking. Instead, parking is available through an officially designated parking lot run by the city.
Official Norfolk Cruise Parking: Cedar Grove
Passengers park at the Cedar Grove parking lot. This lot is operated by the city. It is a surface lot that’s fully fenced and monitored by local officers.
Cedar Grove is about 1.5 miles from the cruise terminal, or a 5-10 minute ride. The lot offers a free shuttle service to the port starting at 10:30 the morning of your cruise. As well, you can check your bags at the lot and they will be taken to the ship for you.
Parking costs $15 per day. Payment is made when you arrive and both cash and credit cards are accepted.
Handicapped parking is available, and there is an accessible shuttle with lift as well.

Below are some common questions you might have about parking for your cruise.
Can I park in a garage near the port?
If you look at the area, there are a number of city garages within walking distance of the cruise port. This includes the Waterside Garage and the Town Point Garage. These garages offer covered parking and charge only $13 per day. But they don’t offer long-term cruise parking.
The garages are operated by the city and we call them asking about parking here. We were told that cruise parking is only available at the Cedar Grove lot.
Is there covered parking available?
At this time there does not seem to be covered parking available. The lot is large and open without much shade. We’d definitely suggest some window shades or a car cover if you’re worried about your car being exposed to the elements for an extended time.
Do I need a reservation to park?
No. The Cedar Grove parking lot doesn’t offer reservations. The lot is large enough that you will have no trouble getting a spot.
Can I prepay the parking fee?
At this time no prepayment option is available. You’ll pay upon arrival to the parking lot with either cash or credit card.
